Justin joined the district in 2008 and currently serves as the Construction Programs Manager. He is responsible for review of all water and wastewater facility construction plans. Justin is certified by the Colorado Water and Wastewater Operations Certification Board as a Level III Water Distribution System Operator and as a Level IV Wastewater Collection System Operator.
